RFC 4389 is on Experimental Track. One reason this document could be gated in the IESG or IETF Last Call is by folks saying "you have asked for ND Proxy" but there is no Standards Track RFC that specifies an ND Proxy. My personal belief is to never enforce any specific tech on anyone. Let folks use whatever they want to use. However, we have to see what is technically feasible or not.
