I think we're trying to make the homenet a proper part of the Inter-net. The Internet, of course, is a network of networks. Part of the idea there is that each network makes its own rules, which is why we have to rely on voluntary interoperation. Historically this always depended on network administrators. What I think we're trying to do is to make network operation possible even when there is no administrator.
