Proposed Changes

2) Remove default "explicit" tag from the form
My thinking is it should default to explicit because it's worse to publish
something as non explicit if it is explicit than it is to do the reverse. I
would be ok with a per host default though.  In that case, I suggest
defaulting existing hosts to explicit unless that change their default.
