This could indeed indicate that I need a launchpad account, however, it was not stated explicitly. If it is self-evident nowadays to have a launchpad account I beg your pardon that I'm out of date.
If you have a wiki article discribing all this in more detail, please provide a link instead of giving incomplete instructions here...
