Low freq would not encrypt much Dee. The only way it is useful at that actual transmission rate is in sub. comms where the one way and [secret ] simple coding is worth sticking with. A high tech system would/could not use use such a low bandwidth protocol in a meaningful way it would also be vulnerable to the mass of LF pollution we suffer from. I admit it could be used in shielding technology- but that would not go on/off endlessly. That's why I think Hum more likely to be a side effect- if NOT simply Sub. Comms .
