More than a few shops use CEMT P SHUT I as their "normal" means of
terminating CICS, despite the warnings in the CICS documentation of the
adverse consequences IBM GUARANTEES will occur. "Haste makes waste."

So are the MVS CANCEL and FORCE commands, among others.

One should likewise expect the same considerations from the folks who wrote
the CANCEL and FORCE commands.

The fact remains that CEMT P SHUT I causes an ABNORMAL termination of CICS,
as would the MVS CANCEL or FORCE command. The fact also remains that on a
commanded ABNORMAL termination of (anything), VSAM cannot update the dataset
statistics because the issuer of the command has INTENTIONALLY prevented it
from doing so.
