This, IMHO, is a good thing. In some versions of the HMC/SE, LOAD gets its IPL parameters from one place and 'load upon activate' gets the parameters from another. By using only Activate, a potential operator error is averted.

If nothing changes in your activation profile for this LPAR, is there really anything for the Activate to do? Did it really try to IPL? You have the problem with just the one LPAR.
