Maybe. But, then, management hires the less qualified and perhaps one qualified 
person. The less qualified do the easy stuff and the qualified are then 
pressured to take less money (like the less qualified) and to work more hours 
in order to either do what the less qualified cannot do at all, or try to do 
and mess up.
