If you were using a dos command line interface, you would just
cd /   (or cd /some/directory).

But this is also an FTP option whether to initially start in "MVS" or "unix"
when
someone connects, but most shops chose "MVS":

STARTDIRECTORY    MVS               ; Initial resource type access
                                    ; MVS = MVS data sets (D)     
                                    ; HFS = HFS files             

When using a gui like WS_FTP, you have to tell it that unix is the 
target environment and also set the initial directory to somthing
valid (I set it to /u/myuserid).
