One of the things that SyzSpool was written to handle is situation like this. SyzSpool allows you to manage the spool and it's very inexpensive. You can set up the rules to handle "individuals" like this and have their data be maintained (off the spool) to any age that you want it to be kept, since the data is off the spool volume(s) and compressed, (or on tape if it has reached the migration age), the user can't tie things up.
On the user's side, they have complete access to their data via ISPF or the Web interface.
