If you are new to peer mode this is a good white paper on the subject

there appears to be a newer one which I have not read-WP100820.

Otherwise to strictly answer your question on how to define the links the HCD 
piece is fairly automatic.  Define your TYPE=CFP CHPIDs on the respective 
processors.  Select one of the CHPIDs with "F" then "P."  Specify the 
destination CHPID information then accept or change the suggested control units 
and devices.  Repeat for redundant links.
