Blocked in that you can't use the web interface, or blocked by IP address and protocol? I'm wondering if you can reach a POP3 or IMAP server at, say, Gmail. If you are using MS Outlook, as seems to be the case, then you can configure it to retrieve mail using either of those protocols.
