100% correct. Not only must you not have any zAAPs you must not even have any RESERVED zAAPS on the image profile in order for zAAP on zIIP to work. It was not obvious when we initially set ZZ=YES why it was not working. I would agree for many sites all zIIPs makes sense today and use ZZ=YES. You don't have to offload a lot of MSU's out of your peak 4HRA if you are using sub-capacity pricing to justify a zIIP so if you have not looked at one in a while you might want to look again.
