Approximately, an individual machine can have one zIIP and one zAAP each per standard CP. Thus the sum can be more than the number of standard CPs. Moving to all zIIPs would lose that possibility. I suspect that isn't a problem for most customers.
Note that this is not an LPAR limit. An individual LPAR does not have such a limitation under z/OS.
