That doesn't make a lot of sense since it is all part of the root.   Do you
mount the root r/w where it could have been deleted at some point?  Are
you perhaps mounting something else at that mount point (/usr) that is
hiding everything under /usr ?   What does a "D OMVS,F" command show?
