In a word: No.

CCL supports only NCP. It is almost - but not quite - certain that Hal has
EP in the form of almost certainly PEP running in his 3745. The only way
that Binary Synchronous Communications (BSC - the abbreviation I used to use
many, many years ago) is supported by NCP is through NTO - and then only
point-to-point contention BSC as supported by the 3780. CCL does not support
NTO so that blocks off that idea.
