It was quite some time ago (before 2005 from the SMFPRMxx log) and it was not during a problem situation, but during a specific point in what is considered normal processing, probably when shutting down DB2 or so. This is when we discovered the zap to enlarge the SMF buffers, which later were turned into parameters BUFSIZMAX and others of SMFPRMxx.
