I doubt IBM JES3 would ever populate this field to make it compatible with JES2. JES2 command prefixes are always system-scoped. JES3 is sysplex aware and allows up to seven sysplex-scoped prefixes and up to seven system-scoped prefixes. Even if they chose to report those prefixes via COMMAND_PREFIX= in SSI 54, the format would have to be substantially different.
