I cannot speak for Oracle licensing terms obviously -- check with Oracle -- but z10 is quad core technology so would evidently use their 0.75 price multiplier per core for licensing. For example, if you have 4 dual core Intel/AMD CPUs then that would be 4 Oracle processor licenses (8 cores * 0.5 = 4). Four z10 IFLs, however, would be 3 Oracle processor licenses (4 * 0.75 = 3).
