Yes, Oracle 10g is the last release that will run under z/OS on a mainframe. We just recently upgraded to v10.2.0.3.0 and are running it under z/OS v1.9. Oracle v10.2 is "the terminal release for z/OS" and premier support for it ends in July 2012, although extended support after that indefinitely for a price. If you ever want to go to v11, it can't be done on the mainframe unless you run it, as others have mentioned, under a z/linux-z/VM partition (which I'm hoping we'll get to try out sometime).
