I believe this is one the situations where a dummy storage group would be useful. I couldn't find an example in the Implementing System-Managed Storage manual, but found the definition:
A type of storage group that contains the serial numbers of volumes no longer connected to a system. Dummy storage groups allow existing JCL to function without having to be changed.
