It doesn't matter how old the TCP/IP software is. Even on OS/390 1.4 (which is what the customer runs), if you don't have an OSA or a 3172, you are probably not going to run TCP/IP.
Just out of curiosity, where does IND$FILE get or put files that are being transferred.
