I'm certain that you can read a PDS directory by specifying a DD with DSORG=PS,RECFM=F,LRECL=256,BLKSIZE=256.
But don't PDS directory blocks have keys on disk? IEBGENER won't copy those - your target dataset will be regular DSORG=PS.
