Heh - that's a different issue. You can't change a password to a
phrase, or vice versa, and RACROUTE has a new and specific error code
for that. Of course the application program like TSO could effectively
do this using multiple RACROUTEs, but it doesn't.

BTW the other two security systems may well behave differently, and
iirc there was a problem with one of them silently ignoring this
change attempt.

In the long term, of course, RACF will surely change to allow phrases
to be as short as anyone likes, subject only to installation control,
and passwords to be optional, and then we'll have by a very long and
roundabout route what everyone wanted in the first place: z/OS support
for long passwords.
