IPL did activate the console and place the message on the console.
The OP might not have examined that info (because it might not have been 
convenient)

In some console setups, as discussed by Skip Robinson and Jim Mulder, 
these messages can be viewed even after the wait state.
In others they apparently cannot.

SPPPACK (via SPPINST) is a syntax checker for LOADxx primarily. And maybe 
GRSPRMxx, IIRC. Nothing else.
It will let you view a member identified by an IEASYSxx parameter (with 
symbols resolved or not as you choose), but typically does no checking.
