While this is of course literally true, it is not usefully so.

It is, for example, possible to to provide offsets (in the form of
unsigned external decimal-digit strings) that a knowledgeable routine
can convert into such pointers.  It is indeed possible to provide 8-
or 16-digit external hexadecimal-digit pointer representations (in a
PARM= string) that are immediately convertible into virtual-storage
addresses.
