That is the only technically correct answer.
For that reason I have macro button in my terminal emulator that does: 
=x;=x;=x;=x;=x;=x;=x;=x; to get back home from wherever you are.
Further, we have a lot of handy commands to go directly to useful functions. 
From any panel I can enter: DSL to invoke the DSLIST panel directly.

The SMP/E Primary Option Menu is coded with "&ZPRIM = YES". The ISPF "RETURN" 
command (and its companion, "=") returns control to the immediately-preceding 
primary options menu.

Let's say you're in Sysmod Management panel, for example. If you enter "=3", 
you'll move to the SMP/E Query Selection Menu, not the ISPF Utility Selection 
panel.
