IBM Support was very responsive. Gave us instructions for gathering doc. Then 
we could not recreate the problem with any combination of tape and console 
chpids on or offline. It's now working as expected. With console chpids 
offline, NIP goes to HMC as desired. It's possible that severely elongated IPL 
had nothing at all to do with console status. Sort of good news but sort of 
bad: this could happen again.
