The problem is solved!

For the record purposes the solution and full story:
I had to set HIF (High Integrity Fabric) to YES.
Note1, there is no such option in GUI (webtools), only CLI (configure -
fabric parameters)
Note2, it is relatively new option, it is available in FOS 7.4.2a, but
not yet present in 7.2.1d
Note3, HIF enables/disables support for FICON, despite all relevant
parameters (PBR, DLS, IOD, IDID) are OK.
Note4, HIF setting was automagically set to NO during FOS upgrade.
Note5. All existing connections survived the (non-disruptive) upgrade
because those settings are checked only during "handshaking" process and
the machines were not POR-ed since the FOS upgrade.
My recommendation: after any FOS change disable and re-enable some
chpids attached to the switch.
BTW: I wish I would have some button in webtools or command like
"ficonsetall".
