Which level of Linux is running on this guest?

So I try to Google the hcp message and I get no hits. I logon to IBM and do a seach but find no hits. I get into the cp commands guide look up signal and it tells me what I already know the user isn;t enabled for signals.DU

I knew this already. What I'd like to know are possible reasons WHY it isn't. I can still logon to the guest,through vm only, but if I try to logoff to kill it (reipl) it says it's logging off but never reboots. It's hung higher than a kite, so I have to force it off.
Anyhelp here as to why something isn't able to receive signals would be a
great help.
