We continue to refine PUT2PROD to avoid doing Really Annoying Things. This 
is one that has annoyed some persons more than others.

The HCPSEC068E message can occur when the system is slow.  There are 
places in BLDCMS where multiple CP SEND commands are issued back-to-back. 
If the target user hasn't finished processing the first command (i.e. CP 
hasn't cleared the pending command from the target console input buffer), 
then you get 'console input waiting'.  It's CP's way of displaying the 
moral equivalent of NOT ACCEPTED to the secuser.

IMO, that message indicates a bug.  BLDCMS shouldn't proceed to the next 
command until the first one completes.  Or it should detect RC=68, wait 1 
second, and try again.  If it can't get past RC=68 after a reasonable 
amount of time, it should back away slowly with its hands in the air, 
waving a white flag.
