We may have a breakthrough. The JES guy finally relented and set his
parameters to 2. I started the RSCS link with STREAMS=2 over four hours
ago and it is still up.

The STREAMS= value will need to match the SYSOUT value, or RSCS files
will hang.  Of course, this doesn't answer why the link hangs when
ST=1 is specified.  Hopefully the JES guys can get to the bottom of
this.  They haven't contact me yet.
