In z/VM 5.3, part of RSCS is a priced feature, and part is included with the base operating system. Check the announcement to see which part is which. The OP didn't specify his VM release or whether he was on IFL's. Sometimes, it's useful to take a step back from the problem. He asked about preserving dates with FTP, but maybe he has an alternative to FTP available that already preserves dates.
If he has cross-node SFS available, he can just COPYFILE with OLDDATE and be done with it.
