In z/VM 5.3, part of RSCS is a priced feature, and part is included with
the base operating system.  Check the announcement to see which part is
which.  The OP didn't specify his VM release or whether he was on IFL's.
Sometimes, it's useful to take a step back from the problem.  He asked
about preserving dates with FTP, but maybe he has an alternative to FTP
available that already preserves dates.

If he has cross-node SFS available, he can just COPYFILE with OLDDATE
and be done with it.

Well, does not SENDFILE need RSCS?  If one of the VMs is on IFL then you
need a Special Bid License for RSCS.

Since this is a VM-to-VM transfer, why not use SENDFILE or cross-node
Shared File System instead of FTP?  Either of those methods will
preserve the date and time.

I would not use VMARC since you have to go somewhere to download it. A
needless dependency. There is already a perfectly good tool on every VM
system for doing the wrapping to an envelope and preserving dates. Since

this is a VM to VM situation that Bob posted about, I would say just go
ahead and use VMFPLCD (note "D", not "2").

vmfplcd dump fn ft env= my evelope a
(use wildcards if you want. See HELP VMFPLCD)
(copyfile pack it if you want)
FTP envelope file to target CMS
(copyfile unpack if you packed it)
vmfpld load * * env= my envelope

Mission accomplished without the dependency on a potentially unavailable
VMARC program.  This still does not address the issue that something has

to
extract the file(s) from the envelope on the receiving end.

Now, you may get the old "VMFxxxx utilities are just intended for IBM's
u se" argument. That would seem weak in the face of an external
dependency, particularly if it works.
