You're looking for a network services monitor.

There are several open source packages available, Hobbit is one that is very good at this type of job. There are also clients available for System z operating systems. http://hobbitmon.sourceforge.net.

If you have ESALPS from Velocity Software, it can also perform availability 
monitoring.
