Because the system performs better when you have it.  z/VM was designed 
for overcommittment of memory and expanded storage helps it do that.  Even 
if it isn't intuitive, it's nonetheless true.

If z/VM Development says "You need expanded storage" then that's your 
starting point.  Through performance measurement and analysis you can tune 
the balance of central and expanded storage to optimize your workloads.

MVS and VM are different operating systems, so it shouldn't surprise 
anyone that they have different design points and objectives.  And in any 
case, MVS' choice to not use expanded storage doesn't have anything to do 
with VM except to eliminate the need to attach xstore to MVS guests.
