In chapter 4 of the z/VM General Information Manual, there is a list of tasks that requires the use of HLASM in z/VM:

VM64807 (#3 below) is the Non-SES EREP APAR to which I believe you refer. I was able to apply VM64807 following the instructions in the EREP PGMDIR which were quite good. PK97799 (#1 below), however, is an HLASM SES APAR which I have been told did not go on because I probably do not have HLASM on z/VM.
