I see how you could use it to wrap S/MIME (that's CMS) but I still don't see how you would wrap DKIM in any way that makes sense.

I am not opposed in principle to unifying signatures, but so far all I've seen is hand waving with a lot of confusion about how messages might be wrapped or signed. The next step is for people who think it's useful to write a draft describing the design. That's how the IETF works.
