DKIM2 is intended to replace 6376 so I would not want to require that people have
to read an obsolete document before this one.
I'd agree if the new draft obsoleted 6376, but that's not going to happen since
we foresee parallel deployment of DKIM and DKIM2. Having nearly identical
definitions of tag-value lists in different documents produces ambiguity and is
not modular.
