The problem should not be FC4. I manage over 6-7 workstations/servers running 
various applications (including mine which has all the apps you mention apart 
from some Java ones - Azureus, Jedit). And havent faced any such problems 
yet.

* Disable all unnecessary services, 
* Unless necessary disable Selinux, auditd. 
* Run a 'top' continuously, sorted on memory usage, and keep checking on it 
whenever you suspect the machine is running too slow.
* Keep track if the problem happens at the same time everyday. In that case 
some heavy cron based jobs are maybe bogging you down. The 'top' windows can 
help you pinpoint that too.

And I wonder why you are running Xampp? Arent the FC4 bundled components good 
enough?
