I've got it running on a Rev C Tangerine 266MHz/288MB/10.2.4
Definitely not like OS 9... as it's very Unix. A number of people use  
Fink
to get and install it. Also requires X11 to work as it's X-Windows  
based.
... Unless a Quartz version is available (which I've not seen).
In fact it will require X, and a number of supporting libraries.
Operation is much like what I used on a Sun workstation.

Fink figure dependencies do the compiling, etc... which can be done
manually, of course --but can be frustrating as well.
