Just wondering how .dat files are created ? Just got a photo sent to me
today but it is in the form of a .dat file and I am unable to open it at
all.

This is a corrupted photo sent to you by someone who doesn't know what they are doing. Let me guess -- the sender was using AOL, right?

You should have them resend the photo to you MAKING SURE that they put the proper extension on the file -- usually .jpg.
