You have admin access?

Open /Users

Select the broken user's folder.
Do a Get Info (cmd-I).
Click the Details arrow under Ownership & Permissions.
Click the padlock and supply your admin pwd, as prompted.
Change the folder's owner to the current user.
Click "Apply to enclosed items...".

Now you can reach in and move things around as you see fit.
