That's 200 SSL tunnels, a veritable ton of encryption calculations
for the main CPU's, even for 2 x Xeon. Your CPU usage indicates the
server is frequently overloaded (but is it with SSL encryption calcs?).
Remeber a few ago a "large mainframe" started at 96 users!!
If you have to live with this, I suggest that you look for help from
a hardware SSL encryption boards in the server, such as:
http://www.phobos.com/. There are others.
This silicon can offload a ton of SSL encryption from the CPU. Maybe
they could lend an eval unit? It could be an inremental purchase
that enables you to obtain some value for the rest of the hardware
and software, to say nothing of alleviating user experience.
