OK, I upgraded my KWM templates and forgot about an old fix.

I have enough users in my primary domain to make it impossible to use the
web interface for user administration.

There is an Ipswitch bug that makes the templates actually count the primary
domains users when the host administrator forma sub domain tries to edit
his/her user base. At Ron's suggestion I fixed this before by simply
removing the Imail tag for number of users.

Of course when I upgraded my templates I overwrote this change, and I can't
remember exactly which page the change was on. I would appreciate it if
someone would enlighten me (and I promise to document this change for
posterity).
