Well.... all of the perfmon stuff showed normal I went to the Microsoft IIS site and found all the "official" things to track to determine IIS/server performance
The server was very unstressed according to the stats even with the Killer Templates on What made me think it was server resources was that after removing KWM it became rock solid. ie I had removed all of the load of serving graphics for the KWM from IIS etc So... it was touchy feely Even in a "crashed" state my perfmon looked fine - but there must have been something I wasn't tracking right because the iwebmsg service would be hung up.
