I'm not sure with regards to "necessity." I do not think that you have to have the users.txt file populated for list functionality to work.

This file is updated automatically when someone subscribes or unsubscribes to this list. When adding to the users.lst file, it is important to have one address per line, no spaces, and a carriage-return at the end of each address. Body If you are simply adding a few names to an existing list then you can go into IMail Administrator, click on List - then click on the list you wish to modify.
