After changing the setting it is necessary to stop and restart the SMTP
service so the changes take effect. For the central time zone, during
Daylight Savings Time, the proper value is -0500.

Same here. I tried several things. I set the Imail Time Zone to -0600
as suggested by someone here and that had no effect either. I
have been getting a few complaints about it lately.
