Other than a mailing list which has already graciously been kicked off
to some degree I could set up a forum on a little web-based bulletin
board I have.  Would not be a problem for me.  Depends on the interest.

So how we going to do this master list? 

It's obvious we all want now we just need to figure
it out.  maybe an CGI somewhere that catalogs the
new rules as they are submitted daily? We'd have to
take into consideration repeat submissions too I'm
sure.
