"Reverse delegation" has to be done upstream unless you got a large block of
IP's directly from ARIN www.arin.net. Other wise it is your upstream
provider who got the addresses and is therefore responsible for reverse
delegation of those addresses. Sometimes they will set up to allow you to
do your own reverse DNS. You will have to talk to your upstream provider
about that. At one of our installations we found it easier to just have our
upstream place reverse entries for MAIL and Secure WEB servers that need
reverse lookup (+1 workstation address so that we can download 128 bit stuff
which also requires reverse lookup) for us.

PS go to www.arin.net and go to the whois function and type in your IP range
(209.17.77.0) to see who is registered to own your IP range. Sometimes it
is your upstream's Upstream!
