True however I need the outgoing service because it is a message
board and it is using SMTP to relay the mail.
However, I did stop the SMTP service in light of what you
said and it still does not work. Therefore I am thinking I may
have problems somewhere else.

They can both work on the same server - I'm doing it. You just need to
change the port on the MS SMTP service, and since you probably only want to
use it to send messages it's not a problem. They just can't both share the
same standard SMTP port.
MS's SMTP service is great in combination with CDO to generate e-mail from
web pages. Much better than Front Page's lame 'bot.

IIS SMTP an IMAIL cannot work together on the same machine. Imail binds
itself to all the available IPs on the machine and therefore the IIS SMTP
service
conflicts with IMAIL on port 25.
